right now, only fixable checks are run in prek. If pushing to main/master, more strict checks should probably be used.

Also, reuse download --all in prek? That's auto-fixable; would need a way to disable for CI pipeline. Have to determine if it actually re-downloads everything. Putting reuse lint in prek makes sense too (as long as it's disabled for ci)
